In the past Marvel have shot in european locations to make World War II period sections look more authentic. The first Captain America movie shot some scenes in one of the old industrial areas of Manchester for example. Given most people's memory of WW is based around the 70s TV series, more than half of which was set during World War II, it wouldn't surprise me in the least if they were putting flashback sequences into a WW film. (edited when I realised I was using a 'WW' abbreviation for two different things simultaneously).
