I understand needing planning permission for building/extending new drives, but it seems silly to need it to allow other people to park a car on your existing drive for profit. It's hardly like you've tired to open a multi story car park on the sly.

It's "change of use" I guess. You need permission to run a business from a house, so a driveway is the same. Some neighbours might object to the increase in traffic and noise.

The problem is that in many areas the number of parking permits sold vastly outnumber the available parking spaces. Sometimes by a factor of 1.7:1

Increased traffic? Even if everyone sold a space on their drive, that's one extra car or house per day.

Having had to drive that hole called Coventry, I struggled to find any parking. Either double yellow lines everywhere or residential parking areas packed with cars. It took me longer to find a parking spot (basically drove round in circles until someone had driven off) than it did to pick up an item. At the same time, I noticed a guy park his car on yellow lines and put hazards on. If I'd done that, I would have been done and dusted in under 100 seconds.

Actually if you were to limit stop offs on double yellows to under 5 minutes you would get people trying to be quick about it. If they new they had 15 minutes they will do the weeks shopping.
