Not necessarily. The question is whether or not this reduction represents an actual saving or if departments have reigned in planned spending in the short to medium term (for example by reducing maintenance and extending equipment replacement time lines).

It's only a saving if the long term effect is a saving and not just a stalling tactic (something the MOD is/was very well know for and which actually costs a lot more in the long run).
