While I agree there should be an EU standard having bulbs these days is poinless - in many modern cars you cant get to the front headlights to replace the bulbs

I can't remember seeing a modern car in the last few years with a headlight gone. It's always much older models.
I don't know if modern bulbs just last longer..?

I would agree that certain things are becoming moe inaccessible with the modern car, but if you can't change a simple thing such as a bulb, then perhaps you should question you ability to be on the road at all.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

What utter nonsense. If you applied a similar rule to PCs and smart phones I doubt many people would suddenly own one. After all if you can't change the screen in your phone or the CPU in your PC, maybe you shouldn't own one?

What you can or can't do on your phone / PC doesn't really affect the risk of injury or death to other phone users, does it?

Nonsense. I've heard stories of cars needing the entire front bumper removing in order to change the headlight bulb with any ease.

Officially my car requires the bumper off to replace the sidelight bulb and I even have a receipt for this from the last owner. Thankfully my mechanic has a way of doing it without, but there's no way my gorilla hands could do it. As for where to keep the hi vis jackets, a lot of the French seem to hang them over the back of the front seats. This is mainly so the gendarmes can see them thereby negating the need to be pulled over and checked, but if you're short of space it would work. Admittedly it looks a bit crap though!

I think that the headlights one would be sensible if it were that easy for most drivers to access and change them. IMO I'd make it EU law that certain consumables should be easily changed by any motorist without any mechanical knowledge eg wipers, bulbs - I don't see the point in making it difficult by ensuring you have to remove the bumper. I'm more likely to use an independent for it than a dealership garage.

I see a lot of Audis/VWs with only one headlight, being that they are the Xenon units, they can be prices to replace... I know the first Golfs with Xenon cost about a grand for a replacement, although prices have come down a bit since then.
