How can a non policeman be made chief of police?
He'll have stupid ideas that just won't work in the real world. I've seen that in other council run departments that have gone downhill after they've appointed someone with no experience in that area.

The same way that people with no experience of medicine can run a hospital.

Sometimes it helps to look outside the box.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

"Controversial" because he's less likely to be a pawn of the Police Federation.

He's not, he is being proposed to be in charge of the inspectorate.

Quote:
senior figures line up to become elected crime commissioners

Labour has been accused of rank ‘hypocrisy’ after a string of past and present MPs lined up to be elected as handsomely-paid police and crime commissioners.

The party was hugely critical of the policy – saying it was a ‘bad idea’ that risks politicising the police.
