I like the lottery system of leadership selection. It was used in a very old Sci-Fi book I can never remember the name of where the president was announced on the telly. It eliminates most of the flaws people complain of in the present system.

No, I don't think so. It's a little blurry, but everyone wears little head bands to "normalise" their intelligence. Since everyone is exactly equal, it makes no difference who does what job including president (set in America). The main character is rather bright and keeps taking it off when no one is looking. He finds an underground network of "brain clubs" where people do things like play chess. He ends up in the ministerial offices where a secret civil service actually run things.
