Burning images to a playable DVD (Rookie Query)

I've Googled this. Honest. But apart from myriad shareware options - and the ubiquitous Windows Movie Maker - I can't seem to find "the answer" I'm looking for.

Basically, I should like to make the simplest of universally-playable DVDs, where one image = one track (I'm not going to go over the 999 limit) - with absolutely no need of transition effects or menus) so the images can be (manually) orientated, sequentially, using the chapter-forward/backward on the DVD player remote.

I've already burned a disc (albeit fairly casually) using Windows Movie Maker - naff menu, distracting transitions, and erratic order intact. It's not what I'm after.

I'm pretty sure I've tools enough to do this (virtualdub, handbrake, gimp, Windows 7, etc) and have ready access to Adobe Creative Suite at work if that has something better (?) - but need, er, a bit of a kick in the right direction...

Anyone?

I don't know whether what you want to do will work. I once looked into this albeit approx 10 years ago, and you could have something like only 10 images. Everywhere I looked, all sites talked about a slideshow which was basically a video with each image paused for say 10 seconds. What I wanted was akin to the images you got on DVD extras where you could go back/forwards through the images using the chapter skipping buttons on the remote.

I gather that most DVD players should now be able to show all images if you just burned as data to a disc. Certainly we had a disc of photos that worked in the PS3.
