You forget to mention that the first 20 years England didn't compete in the World Cup, they only started participating in 1950. That time around, they failed to get into the group matches, still better than 1974, 1978 and 1994. where they failed to qualify.

On the other hand, they are also the only team not representing a sovereign state to have one the World Cup, with their 1966 win.
