Keep it warm, an old blanket or something, and maybe some milk? What's the deal with your neighbours? I take it isn't theirs? If you can wait until they come back do that, but I wouldn't be afraid to call the RSPCA again. EDIT - Maybe put some paper down in the kitchen and keep it in there

if it is neighbours then thats quite a cruel thing to do to leave a tiny kitten out here in the ice and cold, I hate my neighbours on the other side but have never spoken to either ones.

Put it somewhere it can't get out of, give it an old blanket or jumper, put some newspaper down in a corner and give it some tiny tiny pieces of well broken up meat like chicken, but just a couple at a time. Definitely don't give it cows milk as it will just get an upset stomach. If it belongs to one of your neighbours then you will need to get it back to them when they get home. If that's not going to be tomorrow then you'll need to find a shop and get some kitten food and/or kitten milk. If it's that tiny then chances are it escaped rather than being let out. Kittens shouldn't be let out of the house until they've had both sets of shots and (if responsible owners) until they've also been neutered.
If your neighbours don't claim it then give your local vets office a call and have it checked for a chip. If there isn't one, you'll need to find a shelter to take it.

Has the kitten armed itself? It is one of those evil cat creatures after all.
