I need to help a foreign that is moving to Newcastle and I quote:

I think that they do not have caps if you pay for the top package but it is a lot more. It might only apply if you are in a cable area. I moved away from Vermin Media because of the throttling. They actually throttle from 9 am to 9 pm. Yet the busiest time was 4pm to 11pm.

Virgin you get throttled peak with heavy use , but they cover most of the area with cable

Yes but the real problem is that the peak time depends on the area. Where I live it was 9 am to 9pm.

I used to be with Virgin Media and I never had any issues with throttling or service provision at all.
Was with them about 3 years.

From memory it's 5-9/10 pm weeknights and I forget the weekend ones

Bear in mind the 30mb service (the double hasn't happened yet) limits to 10mb, which is still 1Mb/s download

There is also some confusion regarding the use capital M when referring to data. Depending on context, it may refer to 1,000,000 or 2^20 = 1,048,576. The latter is invariably the case when refering to memory or file size, while the former is implied for storage size and bandwidth.

The small letter m is usually milli as in millimetre, meaning a one thousandth part. Although at peak times 10mb/s may feel accurate, it's unlikely to be the case. That would equate to roughly 1KiB every 3 hours.
