On the question of a response to an extraterrestrial signal:

Any intelligent beings that have detected life on earth will only have been able to do so through interception of leaked radio signals.

This means that they live within about 100 light years of earth and have equipment much more powerful than our own for detecting these signals.

It would then take equally as long for us to receive a signal back from them and again, they would have to have very powerful equipment to send the signal back to us.

No matter the chance of intelligent life existing in the galaxy. The chance that it matches these criteria is very very very slim.
