In Germany you can't withhold the full rent, but you can without a part of it commensurate with the level of inconvenience you are suffering.
I would be surprised if Holland didn't have something somewhere between the two rules.

New neighbours have moved in. They appear to have a music collection of about 6 tracks, one of which is Gangnan Style. Which they play on a loop. Loudly. *Sigh* Here we go again

The Lego website is so diseased I wound up ordering my item from Smyths - who demanded a mobile number before I could place my order. Damn near didn't bother

That's usually the fault of the carrier rather than the vendor - especially certain Hermes and UPS services

Ah, that would explain a lot - Hermes, amongst others, think it's ok to open our gas box and store stuff in there!
