I'm reading that as "we're not making any money out of this so we'll change the rules so we can tax it more"

I'm wondering why, if they're suddenly concerned about what's an apparently innocuous vapour being inhaled, tobacco is still for sale?

It could be because they are not regulated and still have nicotine in them.

Well, this is day 3 being tobacco free. :D
I have noticed at least one smoker, who having seen the report mentioned above, expressed concern about my use of the vapouriser.
Seemed to think I'd be better off going back to tobacco, on the grounds that we know exactly where we stand with that. Arsenic, formaldehyde, benzene, tar and all that stuff.
As opposed to the fairly simple constituents of the vapour.

Do the patches have any effect for you? Also I think they can be on prescription. Though I am Not 100% sure about the prescription as a non smoker.
