Belgian law has no “right of panorama” - every building is protected by the same laws that protect the Atomium. It’s up the the copyright holder to assert that copyright should they choose. Effectively, unlike in this country, you don’t have the right to stand in a public space and take a photo of a building and then reproduce it without first getting permission from the copyright holder. This is more likely to hit you if you are using the image commercially, but the web makes a but of a murky mess of it.

You do have to wonder what the Atomium lot are up to. On one hand, they lock down copyright like this, on the other hand they asked me for permission to use one of my Atomium pictures on their website once. This one:
