There is a general form of repetitive behaviour which is believed to be a symptom of long-term stress/distress in zoo animals. Both 'pacing' and static repetitive movements have been observed. This doesn't look like that kind of thing though. It could possibly be the penguin has seen something it perceives as a threat and it's a warning behaviour to the other ones (is it a 'flock' of penguins or do they have another collective term?). Or it could just be a penguin 'letting off steam'. Or it could be excited about something.
We don't actually have the whole context and attributing human style emotions/thought processes to animals is always.., well it says more about us than them.

Anthropomorphism indeed  (My favourite word). I'd be worried if you were to go back the next day and it was doing the same but in the context of a 30 second video it's hard to say either way.

Actually, he's not. It's a juvenile, and they often get very excited and worked up, especially with something new in their lives - like snow. I've seen them playing in puddles before.
