That's going to screw an awful lot of online services up I'd imagine. Although taking a year to fix it is a very poor show.

Are people under 18 allowed a PayPal account or anything similar? I'm not sure how they'd be expected to pay for things anonymously. I think had a debit card when I was 16, but of course it had my name on it. I think you get pre-paid pseudo credit card things which are anonymous, but I have no idea where to buy them because I've never needed one.

When I was younger than that, my parents would have to approve and buy stuff for me (mail-order, not on-line!). I think that's probably for the best.

Of course, I'm neither under 18 nor moving to Korea. I doubt anyone on this forum is.

Mail order had it's own certain charm. Quite often the 'catalogue' was just a load of text!

And I don't remember ever being told an item was OOS once I'd feckin' paid!

Given there seems to be a whole market in relatively cheap 'man in the middle' HDMI devices that grab bits of game footage as you play and dump it up to youtube, combined with the utterly staggering number of videos this practice seems to generate (seriously, search youtube for the name of any game at all) any sort of restriction seems to me to be a complete waste of time. If people want to upload the footage, they will. You're not even making it much harder for them. You're just irritating the 'casual uploader' and making your service appear significantly less attractive.

Yes it looks like the normal user will be the only sufferer. If you do this a lot then you might simply use a hardware solution to get around this problem.
