Correct me if I'm wrong, but IIRC Obi Wan Kenobi et al removed their hood in order to talk to people anyway.

I don't see the need to wear hoods or hats inside (and apparently this was once considered rude), but then by the same token I see no need to ask people to remove them - particularly in a place such as a job centre wear revenue protection is not an issue.

Tesco can FRO. You don't see Sainsbury or Asda or anybody else telling people what to wear. If somebody has the brass balls to wear a Jedi outfit to shop in, I say let them.
