If banks had to charge 'upfront fees' then it really would be a competition - to see who can bamboozle customers the most. Less people would switch because it's just another thing to sort out alongside your mortgage, credit cards, car insurance, ISP...

I don't quite get this.
It's never been easier to transfer current accounts. All your direct debits etc are automatically transerred, it's free, there's no fee to leave your old bank, there's loads of banks and building societies to choose from.
If people aren't moving it's not down to a lack of competition.
