Yup - the newest wheeze is to allow bouncers and security guards the right to issue on the spot fines.

Hmm - a heirarchy of enforcers. Not a bad idea if you want something fixed, but don’t want to go down the usual official channels. Just send out one of the local mercenary forces to do the job for them.

I bet Group 4 and Securitas are rubbing their hands with glee. They have their large security operations, fleets of armoured vans. Now they can get the legal right to act as police officers.

Can I tack this story onto this as I feel is adds to the overall problem. This time, we have commercial pressures acting on parking attendants.
