Bingo.

If I submit the wrong figures on my JSA work declaration form, I don't eat that week. However, if I submit the wrong figures to commit fraud on a gargatuan scale, I get fined a fraction of the money I made.

It seems to me everyone agrees, at least in public, that it should be done just there's no confidence in any of the people in power to actually do it.
