My Desire HD is on time too, but the article did say "scores of users are reporting" which is hardly the entire planet.

Curious one. I'm guessing maybe there's one time server somewhere that's off sync.

To be fair the entire planet doesn't have a smartphone. 'Scores' is probably, what, roughly 100, let's say? That's going to be a fraction of one percent of the people in the UK who have a HTC phone.

Unlikely, given it's apparently not network specific. Besides, if there's one thing the networks are actually really, really good at it's knowing exactly what time it is. If the various clocks in the various cells were even slightly out of sync, the whole system would break down. IMO, it's much more likely to be a hardware glitch somewhere - that kind of rate of problem screams 'faulty batch of chips' rather than 'system level failure'.
