Police spotted the careless motorist driving along a dual-carriageway with a mobile phone clamped to his ear.
But when officers looked closer they discovered he was using his other hand to text on a second mobile phone.
Amazingly, the motorist used only his knees to control his steering wheel along a 70mph stretch of the A47 at Blofield, near Norwich.
The driver, who has not been named, is to be hauled before the courts accused of driving without due care and attention while his car, which was uninsured, was seized.
A spokeswoman for Norfolk Constabulary said the driver could face six points on his licence and thousands of pounds in fines.
She said: "Driving while using a mobile phone means you are not concentrating fully on the road.
"Using one mobile phone is silly but two mobile phones is amazingly silly."
Police spotted the man at 10.40am on May 17 this year during a mobile phone blitz across Norfolk.
Officers caught a staggering 239 drivers using their mobile phones behind the wheel during the two-week campaign.
Drivers face a £60 fixed penalty notice and having their licence endorsed with three penalty points, or undertaking a re-education programme.
The fine can also rise to £1,000 if the matter is taken through the courts while drivers of a bus, coach, or heavy goods vehicle can be fined £2,500.
Insp David Ball from Norfolk police's road policing department said: "Using a mobile phone whilst driving is foolish and unacceptable.
"It has been shown to multiply the chances of drivers causing a collision which could result in injuring or even killing someone."

A £60 fine is clearly not a big enough deterrant. Why not make it £1000?
